IOE Counseling & Auto-Upgrade Regulations 1. Priority Form Submission: Qualified applicants submit a single prioritized list of campus and program combinations. 2. Directionality of Upgrades: Auto-upgrades only move upward towards lower numbered priorities (Choice 1 being highest). A student cannot downgrade to a lower choice after being upgraded. 3. Fee Voucher Transfer: Deposited admission vouchers automatically transfer to the new campus/faculty upon upward auto-upgrade. 4. Freeze Option: A candidate who does not wish to be auto-upgraded further must submit a written freeze declaration before subsequent list deadlines. 5.
